[인물]“NLL 포기라고 유권 해석하는 것은 북한을 이롭게 하는 겁니다”
|
민족해방(NL) 계열 운동권 출신인 새누리당 하태경 의원은 종북(從北) 또는 이념 논란이 벌어질 때마다 애매한 발언으로 애국진영과 대립각을 세워왔다. 하 의원은 최근 국정원의 NLL대화록 공개 논란 과정에서도 자신의 페이스북 계정(http://www.facebook.com/youngdemos)을 통해 국정원을 연일 비난해왔다.
하 의원은 盧 前대통령이 2차 남북정상회담 당시 NLL 포기 발언을 한 것으로 볼 수 없다며 국정원의 발언록 공개를 “나라의 큰 이익, 큰 미래는 생각지 않고 그저 자기 당파의 이익, 자기 기관의 눈앞의 작은 이익만 생각하는 소인배 정치” “제정신이 아닌 행위” 심지어 “이적(利敵)행위” 등으로 비난하고 이를 공개한 국정원장은 사퇴해야 한다고 주장해왔다. 구체적 내용은 이렇다.
1. 하 의원은 7월11일 페이스북을 통해 “제 입장은 ‘노전대통령이 NLL 포기 발언했는데 국익을 위해 덮자’는 것이 아닙니다”라며 盧 前대통령이 NLL 포기 발언을 한 것이 아니고 NLL 포기 발언을 했다고 주장할 경우 북한을 이롭게 한다며 아래와 같이 적었다.
“노전대통령 발언은 정치적 입장에 따라 확연히 해석이 달라질 수 있고 시시비비를 가리는 게 사실상 불가능한 논쟁이라는 겁니다. 이런 상황에서 정부기관이 NLL 포기라고 유권 해석하는 것은 결과적으로 북한의 주장에 힘을 실어주는 것으로서 사실상 북한을 이롭게 하고 대한민국의 협상 입지를 약화시키는 것이라는 겁니다”
2. 하 의원은 7월10일 국정원이 ‘제2차 남북정상회담(노무현-김정일 회담) 당시 노무현 前 대통령의 발언은 NLL 포기가 맞다’고 공식 발표한데 대해 “국정원이 NLL 포기가 맞는다고 공식화함으로써 남한 정부의 기존 주장이 아닌 북한 정부의 주장에 힘을 실어주는 사실상의 이적(利敵) 행위를 해버렸다”이라며 남재준 국정원장의 사퇴를 촉구했다.
하 씨는 이날 보도자료를 통해 “오늘 성명도 ‘국정원의 명예’를 위해 했는지 모르겠으나, 국정원 성명은 국정원의 명예를 위해 국가의 이익과 명예를 또 다시 저버린 날로 기록될 것”이라고 비난했다.
3. 하 의원은 7월11일 “노무현 NLL 포기 약속 인정하라는 우파가 박근혜 대통령에게 짐이 되는 이유”라는 제목의 글을 페이스북에 올렸다.
그는 “지금 우파 진영에서 노무현이 NLL 포기했음을 인정하라고 집요하게 주장하는 것을 박대통령은 결코 수용할 수 없는 것이다. 즉 우파 진영의 노무현 NLL 포기 주장이 강해지면 강해질수록 박대통령은 곤란해지는 것이다”라고 주장했다.
이어 “NLL 포기 문제를 둘러싼 대립은 여-야가 아니라 보수세력 대 박대통령 그리고 박대통령 지지자가 될 것”이라며 “지금 과연 누가 보수세력의 분열을 선동하고 있는지 쉽게 판단할 수 있을 것”이라며 盧 前대통령 NLL 포기를 주장하는 이른바 우파가 보수세력 분열을 선동하고 있다고 비난했다.
4. 하 의원은 7월3일 MBN에 출연해 남재준 국정원장이 국정원 명예를 위해 2007년 남북정상회담 대화록을 공개했다고 주장한 것과 관련 “그러려면 계속 군인으로 사셔야지 왜 국정원장을 하냐”고 비난했다.
그는 또 “남재준 원장이 절대 잘못한 거다”라며 “책임을 져야 한다”고 했다. 이어 “문제는 (국정원이) 종북(從北)의 범위를 광범위하게 잡아서 국내 정치적인 문제까지도 종북의 범주에 포함시키다 보니까 정치개입으로 비쳐질 수 있는 행동을 하지 않았냐”고 했다.
5. 하 의원은 6월27일 자신의 페이스북에 2011년 6월 당시 북한 측이 남북 비밀접촉 내용을 일방적으로 공개한 사건 기사를 링크한 뒤, “우리가 회담 내용을 공개한 이상 북한의 행동을 비난할 수 없다”고 주장했다. 이어 “북한의 정보 공개와 한국의 대화록 공개가 질적으로 다른 행위인지” 의문을 제기했다.
6. 하 의원은 6월26일 “남재준 원장은 국정원의 명예를 위해서 공개했다고 한다. 참 기가 찰 노릇이다. 국정원이 무슨 명예를 찾나? 국정원은 국익을 위해서라면 온갖 더러운 일을 다 해야 한다”고 페이스북에서 주장했다.
또 “국정원장은 그 어떤 명예가 훼손되더라도 정상회담 대화록은 국익을 위해 절대 공개할 수 없다고 했어야 했다. 국정원은 오로지 국가를 위해서만 충성을 다 해야 하는 조직이기 때문이다”고 했다.
하 의원은 이어 “이번 사태를 보면서 국정원 반드시 개혁해야겠다는 걸 절감한다. 자신의 정치적 이익을 위해 국정원 기밀문서를 야당에 넘기고 조직의 명예를 국가의 이익보다 더 중시하는 그런 국정원이 되어 버린 것이 너무 개탄스럽다”고 했다.
하태경 의원의 논리에 따르면, 노무현의 NLL포기 발언을 공개하지 않는 것이 국익을 위한 것이며 이를 공개한 국정원은 반드시 개혁해야 한다는 요지이다.
7. 하 의원은 국정원이 발언록을 공개한 다음 날인 6월24일 “저는 그저께 정상회담 대화록 공개는 정치적 이익을 위해 국가이익을 희생하는 바람직하지 않은 판단이라는 글을 남기로 아제르바이잔 출장을 왔습니다. 그런데 조금 전 아제르바이잔 국회의원들과 미팅을 마치고 돌아오니 국정원이 발췌문을 공개해버렸군요. 정말 큰 자괴감이 듭니다”라며 이렇게 적었다.
“우리 정치, 우리 국가기관 왜 이렇게 되어버렸을까요? 나라의 큰 이익, 큰 미래는 생각지 않고 그저 자기 당파의 이익, 자기 기관의 눈앞의 작은 이익만 생각하는 소인배 정치, 협량한 나라가 되어 버렸을까요?”
“문서가 공개되면 노무현의 반애국적 발언들이 드러나 민주당에게 타격을 가할 수 있을 것이라고만 생각한 새누리당 지도부, 사자의 명예훼손을 국가의 이익보다 더 중시하여 문서 공개하자고 제안한 문재인 의원. 사본이 아니라 원본과 녹취록을 공개하자고 한술 더 뜨는 민주당 의원들. 자신에 대한 정치적 공격을 막아보려고 국가의 이익을 훼손하며 공개를 결정한 국정원. 이를 제어하지 않고 방치한 청와대. 나라가 온통 뭔가에 씌운 것 같습니다. 정말 제 정신이 아닙니다”
“이 모든 과정을 그저 손 놓고 지켜볼 수밖에 없었던 저 자신의 무능력함. 이국땅에서 조국의 퇴행과 광란을 무기력하게 바라보며 슬픔을 삼킵니다. 오늘은 우리 스스로 우리나라를 내팽개친 날로 역사에 기록될 것입니다”
8. 하 의원은 종북(從北)문제가 불거지는 결정적 순간마다 묘한 행태를 보여 왔다.
그는 5월6일 “임을 위한 행진곡”을 포용차원에서 국가행사에서 불러야 한다고 주장했다. 1월23일 자신의 트위터에서도 주한미군 철수-국가보안법 폐지-연방제를 주장한다고 해서 ‘종북좌파’로 볼 수 없다고 주장했다.
하 의원은 지난해에도 주한미군철수와 고려연방제를 주창하며 북한에 넘어간 전력의 임수경 민주당 의원에 대해선 “종북(從北)이 아니다”고 감쌌다.
주한미군철수와 코리아연방제를 주장하는 이정희 통진당 대표에 대해선 “진성 종북(從北)주의자가 아니다”고 말하며, 정미홍 前KBS 아나운서가 국가보안법 폐지에 전력을 기울여 온 박원순 서울시장을 종북(從北)성향이라 비판하자, “박원순 까지 종북으로 몬다는 것은 종북이 뭔지 잘 모른다는 것”이라고 감쌌다.
하 의원의 ‘종북(從北)’에 대한 정의는 국방부·사법부 공식적 입장과 정면으로 충돌한다. 국방부는 지난 해 10월10일 ‘종북세력 실체인식 교육자료(표준교안)’를 통해 “從北세력은 주한미군 철수와 국가보안법 폐지, 이를 통한 연방제 통일을 추구하는 세력”이라며 “국군의 적”이라고 정의했다.
9. 하 의원은 과거 친일문제에 대해선 매우 독특한 입장을 보여 왔다.
그는 2005년 3월17일 서울대 자연대 동문 카페에 올린 ‘독도 전략’이라는 글에서 “독도는 국제분쟁지역으로 공인”이라는 글을 게재했다.
2008년 5월8일 데일리NK 기고문에는 “일제시대 우리 조상은 일본제국을 자신의 조국이라 생각했을 가능성” “조국이 일본이었다면 조국이 참가하는 전쟁에 조국을 응원하는 것은 정상참작 사유” “천황 찬양한 예술인까지 친일파로 분류하는 것은 부적절” 등의 발언을 해 일제에 의해 피해를 입은 할머니들이 2012년 총선 후보사퇴를 촉구하기도 했다. 현재 문제의 칼럼은 데일리NK에서 삭제된 상태다.
