민주화운동으로 둔갑한 김일성주의 활동들
(公安사건 분석) 386주사파단체(1)-反美청년회

이른바 ‘反美(반미)청년회’는 대표적인 80년대 김일성주의(소위 주체사상) 조직 중 하나이다. 반미청년회는 오영식 前열린우리당 의원 등 현역 정치인 다수가 80년대 참여했던 것으로 알려졌다. 조직원 중 한 명인 강길모氏가 전향하면서 反美청년회 실체는 더욱 구체적으로 알려졌다.
 
 사법부는 反美청년회 관련 90노762 판결에서 “反美청년회는...북한을 이롭게 한다는 확정적 인식하에 김일성의 소위 主體思想(주체사상)과 민족해방민중민주주의(NLPDR) 혁명노선을 한 점의 의문 없이 그들 자신의 이념으로 받아들이고 그러한 이념을 펴기 위하여 구성됐다”며 이렇게 판시했다.
 
 “피고인 김O원, 같은 김O태의 공소사실 제2항에 관한 주장 같은 증거들에 의하면 피고인 김O원, 같은 김O태가 북한공산집단의 앞서 설시한 바와 같은 선전, 선동활동에 동조하는 것이 되어 북한을 이롭게 한다는 확정적인 인식하에 김일성의 소위 主體思想(주체사상)과 민족해방민중민주주의(NLPDR) 혁명노선을 한 점의 의문 없이 그들 자신의 이념으로 받아들이고 그러한 이념을 펴기 위하여 反美청년회를 구성한 사실은 이를 넉넉히 인정할 수 있으므로 같은 사실인정을 한 원심은 옳고 거기에 어떠한 위법이 있었다고 할 수 없으며, 같은 피고인들의 위 범죄사실에 대하여 그들의 주장과 같은 수배해제조치가 있었다 하더라도 그러한 조치가 피고인들의 범죄의 위법성을 조각하는 것이라고는 할 수 없으므로 같은 피고인들의 주장은 받아들일 것이 되지 못한다(서울고등법원 1990. 5.17. 선고 90노762 국가보안법위반)”
 
 사법부는 또 99노122 판결 등을 통해 “서울대 구국학생연맹, 고려대 反美청년회 등 민족해방(NL)계열 主思派(주사파) 학생운동권 지하조직(부산고등법원 1999. 5.17. 선고 99노122 국가보안법위반)”이라 하여 反美청년회 등이 김일성주의, 주사파 학생운동권 지하조직이었음을 분명히 하고 있다.
 
 反美청년회는 고려대 ‘애국학생회’를 모체로 하는데, 87년 10월 중순 홍익대에서 김일성 主體思想(주체사상)과 ‘한국민족민주전선’을 추종하는 反美청년회 추진위를 결성하고, 88년 1월 정식출범했다(‘좌익운동권 변천사’, 1999년, 경찰청 刊, p. 208).
 
 上記 경찰청 자료에 따르면, 反美청년회는 의장을 중심으로 무력부·연락부·선전부·후원부·교양부 등 5개 부서로 이뤄져 있었다. 예컨대 무력부는 그 밑에 구국결사대 8명이 소속돼 활동했다. 선전부는 김일성주의와 민족해방민중민주주의혁명론의 전파 및 조직원들의 사상무장을 위한 지하 간행물을 발간했다.
 
 反美청년회는 또 “북한의 통일론은 통일에 대한 겨레의 열망을 담고 있으며, 우리의 실정에 맞는 합리적 방안이다. 그리고 세계평화애호민중의 염원을 반영하고 있다”며 “고려연방제를 지지하고, 핵심조직 요원들은 북한방송을 청취한 내용 및 북한에서 발행된 문건 등을 기본 교재로 하여 主體思想(주체사상)을 습득”했던 것으로 드러났다.
 
 시간이 흐르고 운동권 출신이 득세하면서, 主思派(주사파)활동은 民主化(민주화)운동으로 각색되기 시작했다. 대표적으로 국무총리 산하에 설치된 ‘민주화운동 관련자 명예회복보상심의위원회(민보상위)’은 反美청년회 활동을 민주화 운동으로 인정 및 보상해왔다.
 
 민보상위는 反美청년회에 대한 사법부 판결을 번복하는 再審(재심)도 거치지 않았고 기존의 수사자료·공소장·판결문 등 과거 국가기관의 자료들을 전면 부인한 뒤, 일부 자료·연루자들의 증언 등을 취사선택해 민주화운동으로 인정해 버렸다.
 
 예컨대 민보상위는 2005년 7월11일 결정문에서 오영식 前열린우리당 국회의원 건과 관련, ▲“1988년 5월 말 총학생회 홍보부장에게 북한이 주장하는 고려연방제 통일안을 지지하고 反美·반정부 투쟁을 선전하는 내용의 고려대학교 학교신문 민주광장 16호의 발간을 지시하여 제작, 배포한 사실” “1988년 1월 主體思想(주체사상)에 따라 美帝(미제)축출을 통한 민족해방민중민주주의혁명의 달성을 목적으로 하는 反美청년회 라는 단체를 구성한 사실”
 
 ▲“일제 하 항일투쟁을 사회주의 혁명을 위한 항일무장 투쟁으로 왜곡 날조된 북한원전 ‘꽃파는 처녀’ 제하의 상·하 책자를 학습...‘우리는 KNDF(한국민족민주전선)와 CLP(조선노동당)의 위상과 역할에 대해 고민해 나가야 할 것이다’ 등의 서신 작성 사실” 등으로 국보법 및 집시법 등을 위반하여 반국가 활동을 벌이다 실형을 선고받은 사실을 나열한 뒤, 민주화운동으로 인정했다.
 
 민보상위가 민주화 운동 관련자로 명예회복시킨 反美청년회 오영식 前의원은 主思派(주사파) 출신으로 여러 차례 거명됐던 인물이다. 전향 주사파인 강길모氏는 월간조선 2006년 12월호 등에서 “나는 주사파 지하조직 反美청년회 핵심맹원이었다”며 오 前의원 등 10여 명을 주사파 출신으로 언급했었다. ‘전대협은 순수학생운동조직인가(1991, 안기부 刊)’등 안기부에서 발간한 수사결과에도 오 前의원은 主思派(주사파) 지하조직 反美청년회 출신이라고 기록돼 있다.
 
 오 前의원은 자신의 主思派(주사파) 전력을 공식 부인해왔다. 기자는 2006년 10월 오 前의원과 인터뷰를 시도했으나 보좌관을 통해 “(主思派 전력은) 말도 안 되는 소리이며 언급하고 싶지 않다”고 답한 바 있다. 보좌관은 “의원께서 主思派(주사파)와 연관이 있다는 것은 사실이 아니다. 완전한 거짓이다. 어떻게 主思派(주사파)였던 사람이 국회의원을 할 수 있겠느냐?”며 “공안문건에 그렇게 기록돼 있다면 만든 사람에게 물어봐야 할 것”이라고 말했다.
 
 오 前의원은 17대 국회 진출 후인 2004년 12월1일, 미국의 북한인권법을 비판하는 서한을 주한 미대사관에 열린당 의원 25명과 함께 전달했다. 서한은 “북한인권법이 북한 내정에 대해 부당하게 간섭하는 것”이라며 비판하는 내용이었다. 북한의 핵실험 직후인 2006년 10월13일에는 “대북제제와 대북봉쇄가 무력충돌을 야기한다”며 “개성공단과 금강산사업은 지속돼야 한다”는 성명을 동료의원 76명과 함께 발표하기도 했다.
 
 오 前의원은 민주통합당 국회의원 후보로 공천받아(서울 강북 갑) 4·12총선에 출마할 예정이다.
