건국 이후 최대 간첩사건 ‘남한 조선노동당’ 사건

1992년 10월 발표됐던 ‘남한 조선노동당’ 사건은 건국 이후 최대간첩사건으로 분류된다. 북한은 당시 조선로동당 서열 22위 간첩 이선실을 남파, 95년 공산화 통일을 이룬다는 전략 하에 남한에 조선로동당 하부조직인 중부지역당 등을 구축했다.

당시 안기부가 밝힌 사건 개요는 다음과 같다.

<이선실은 4·3 제주폭동 유가족을 칭하고 재야단체와 민중당 등에 접근, 민중당 대표 김낙중·민중당 조국통일위원장 손병선 등으로 하여금 운동권과의 연대투쟁 공간을 마련하고, 연방제 통일 실현을 위한 ‘상층부 통일전선공작’에 주력하도록 했다.

이선실은 과거 남로당과 같은 지하당을 구축하기 위해 1980년 舍北(사북) 사태를 주동한 바 있는 황인오를 포섭, 강원 및 충남·북 일원을 중심으로 하는 ‘남한 조선 노동당’ 중부지역당(위장명칭·민족해방애국전선·이하 민애전)을 구축했다,

안기부는 북한이 민중당에 침투시킨 간첩 김낙중·손병선 일당 여섯 명과 ‘남한 조선 노동당’ 중부지역당 조직원 400여 명 중 총책 황인오 등 124명을 검거, 이 중 68명을 간첩·反국가단체 구성 혐의 등으로 구속, 송치하고 잔당을 추적 중이다. 同수사과정에서 권총, 수류탄 등 각종 무기류와 무전기, 亂數表(난수표) 및 공작금 100만 달러 등 총 149종 2399점에 달하는 공작금품을 압수했다>

▪ 간첩 이선실은 80년 3월경부터 90년 10월까지 10여 년 간 남북한 및 일본을 왕래하며 북한에서 직파된 공작원 10여 명과 함께 대남공작을 지휘해 온 것으로 밝혀졌다. 그녀는 90년대 초부터 김낙중과 함께 민중당 창당을 주도하며 민중당 내 핵심당원들을 포섭했다.

▪ 간첩 김낙중은 1955년 월북 후 남파, 36년간이나 고정간첩으로 암약하며 북한에서 총 210만 달러(한화 16억 원 상당)의 공작금을 받아왔다. 이중 쓰고 남은 1백만 달러는 권총·독총 등 공작 장비와 함께 그의 집 장독대 밑에서 발견됐다.

김낙중은 이 공작금을 통해 이우재 등 14대 총선 때 민중당 후보로 출마한 18명에게 선거자금으로 제공하는 등 북한의 지령에 따라 남한 내 합법적 친북전위정당 건설을 기도했다.

김낙중은 대남공작의 업적을 인정받아 북한으로부터 91년 10월 ‘김일성 공로훈장’ 91년 12월 ‘민족통일상’을 받았고, 김일성이 특별히 보낸 산삼과 녹용을 선물로 받기도 했다.

▪ 간첩 황인오는 이선실에게 포섭돼 1990년 10월17일 월북, 간첩교육을 받은 뒤 같은 달 23일 남한으로 돌아왔다. 황인오는 半(반)잠수정에 탑승해 북한에 도착한 뒤 평양에서 김일성 동상·만경대·주체탑·혁명열사릉 등을 참배(?)하고 김일성·김정일 찬양 영화 및 임수경 체북 기록영화 등을 관람했으며 주체사상 등 사상교육과 권총 사격훈련 등을 받고 조선노동당에 정식 입당했다.

남한에 돌아온 황인오는 포섭대상자들에게 권총·무전기 등을 보여주고 북한의 ‘담보방송(북한과 연계돼 있다는 사실을 확인시켜주는 지령방송)’을 청취시켜 자신이 북한과 직접 연계돼 있음을 확인시켰다. 황인오는 같은 방법으로 이철우 前열린우리당 의원 등 주사파 12명을 포섭해 입당식을 가졌다. 황인오는 이를 북한에 보고한 뒤 간첩지령용 A-3방송을 통해 조선노동당원으로 승인을 받았다.

황인오 등은 ‘주체사상을 유일한 지도이념으로 한다’는 내용의 노동당 규약과 김일성에 충성을 다짐하는 맹세문을 채택했다. 관련자들 판결문에 따르면, 당시 조직원들이 남한 현지에서 입당했던 이른바 ‘현지입당’ 절차는 이러하다.

<입당 대상자는 황인오 등 입회자와 함께 중앙에 서서 노동당기와 김일성·김정일 초상화를 향한다. 입회자가 “‘조선 노동당’강령과 규약을 승인하였으므로 지금부터 입당식을 거행하겠습니다”라고 선포. ‘赤旗歌(적기가)’와 ‘수령님께 바치는 충성의 노래’ 제창. 오른손을 들고 ‘맹세문’ 낭독. 맹세문 내용

“위대한 수령님을 모시고 우리 조선이 치켜든 찬란한 주체의 횃불에 따라 장엄한 역사적 진군을 시작하는 성스러운 이 시각에 나는 조국과 민중 앞에 숭고한 사명을 심장깊이 새기며 영광스런 우리 전선과 수령님 앞에 나의 전 생애와 생명을 걸고 다음과 같이 맹세한다.

1. 나는 수령님께 무한히 충직한 수령님의 전사이다.
1. 나는 영생불멸의 주체사상으로 무장한 주체형의 혁명가이다.
1. 나는 전선의 영예로운 전사이다.
1. 나는 한국 민중의 애국적 전위이다.
1. 나는 민중과 운명을 같이하는 민중의 벗이다.
1. 나는 목숨 바쳐 전선과 혁명을 지킨다”

맹세가 끝나면 입회자가 “조선 노동당 당 중앙의 위임에 따라 동지의 조선 노동당 입당을 허가함을 선포한다”고 말하고 입당자에게 당원 부호(대둔산 ○호)와 조직內에서 통용하는 조직명(가명)을 부여. 이어 입회자가 “오늘 동지의 맹세가 영원토록 변치 않기를 바란다”고 다짐한 후 “우리의 임무는 조선 노동당 중부지역당을 건설하는 것이다. 이제 당신도 조선 노동당 중부지역당 지도부 성원이다”라고 고지. 입당자와 입회자 간에 악수를 나눔>

92년 김낙중·황인오 등이 검거된 후 이른바 좌파의 석방운동이 거세게 일었다. 98년 4월에는 고영구 前국정원장, 강만길(前상지대 총장), 윤성식(前 사월혁명연구소장), 리영희(前한양대 교수), 홍근수(前향린교회 목사), 이창복(前국회의원), 강정구(前동국대 교수), 이장희(한국외대교수), 김금수(前노사정위 위원장 ), 박순경(자주민족화해 자주평화통일 상임고문), 박형규(前민주화운동기념사업회 이사장), 박용길배우 문성근 모친) 32명이 발기하여 ‘평화주의자 김낙중 석방대책위원회’를 결성, “김낙중은 민족화해와 평화적 민족통일의 기수이므로 그를 석방해야 한다”고 주장했다. 실제 김대중 정권은 김낙중·황인오 등 남한 조선노동당 사건의 주범들은 ‘양심수’라는 이름으로 모두 석방했다.

김낙중은 석방 직후 기자회견을 열어 ‘모든 양심수(?) 석방’을 주장했다. 그는 이후에도 통일운동가라는 직함으로 활동했다. 그는 2001년 12월 ‘디지털 말’지에 실린 ‘겨레의 평화로운 삶을 위하여’라는 글에서 “북한이 남침의도를 가지고 있다는 생각은 비합리적 생각이며, 오히려 한·미·일 공조체제의 이름으로 북한을 목 조르는 정책은 평화적 통일을 방해하는 위험천만한 발상”이라는 요지의 글을 실었다.

남한 조선로동당 사건에 연루된 이철우 前열린당 의원은 93년 7월8일 징역4년을 선고받았다. 그는 복역 후 한탄강 댐건설 반대를 위한 시민운동 등을 벌여오다 99년 2월25일 특별복권됐고, 17대 국회의원선거에서 당선됐었다.
