"미국 종속서 벗어나자"는 정봉주의 ‘민족’
[인물]“북한인권법 반대 위해 모든 노력 기울이겠다”

10일에도 서울 청계광장에서 FTA반대 촛불시위가 열렸다. ‘나는 꼼수다’로 악명을 떨치는 정봉주 前의원은 “FAT 원천 무효 싸움은 이제 시작이다”며 “이제는 지는 싸움 하지 말자. 반드시 이기자. 그래서 1%밖에 안 되는, 그리고 한반도를 자신의 경제적으로 예속시키려 하는 미국에게 ‘우리는 결코 당신에게 종속될 수 없다. 한민족은 살아있다. 한반도는 여전히 우리 것이다’라고 하는 것을 힘차게 보여주기 바란다”고 말했다.
 
 鄭씨의 한미FTA반대 논리인즉 “1%”로 통칭되는 특권층과 “한반도를 예속하는 미국”에게 “종속되지 않는 한민족·한반도”를 만들자는 것이다. 이른바 한국이 미국에 종속돼 있으며 이 사회 1%는 여기에 기생해 산다는 소위 ‘민족해방’ 이데올로기를 연상시킨다.
 
 鄭씨와 같은 이들이 말하는 소위 민족(民族)은 어떤 것인가? 그는 17대 국회의원 시절 국가보안법 반대와 북한인권법 저지에 노력해왔다. 미국이 북한인권법 제정에 나서자 “美하원이 한반도 평화 정착과 긴장 완화라는 우리 민족(民族)의 요구를 적절하게 반영하고 있는지 의구심을 갖지 않을 수 없다”며 “이 법안의 저지를 위해 모든 노력을 기울일 것”이라거나(2004년 7월22일 연합뉴스 인터뷰)”는 등의 발언도 했었다.
 
 鄭씨는 언제나 민족(民族)을 들먹이지만 정작 북한의 2400만 ‘민족’의 해방은 물론 인권에 무관심하다. 오히려 ‘민족’의 인권을 보장할 국제적 노력마저 방해해왔다. 이런 부류가 또 다시 ‘민족’을 앞세워 FTA 반대에 나선다. 그러나 그들이 말하는 ‘민족’에는 북한의 가련한 백성이 없다. 7천 만 민족이 없다. 북한의 수령 독재 정권과 증오·미움·광기에 휩싸인 남한의 일부 대중이 포함될 뿐이다.
 
 잘못된 생각, 그릇된 이념이 사회를 얼마나 흔들 수 있을까? 세상엔 이치가 있고 섭리가 있기에 모래성 같은 거짓의 탑이 무너져 내리는 내일을 본다. 김정일의 죽음과 함께 허망한 끝을 맞게 될 그 날을.

 “미국 하원이 한반도 평화 정착과 긴장 완화라는 우리 민족의 요구를 적절하게 반영하고 있는지 의구심을 갖지 않을 수 없다. 미 하원의 법안 처리에 적절한 대책을 강구하지 못한 외교부와 정부 당국의 안이한 자세에 대한 자성과 반성을 촉구한다” (2004년 7월 22일 연합뉴스, 북한인권법 저지 성명서)

 “최근 북한이 6자회담 복귀 의사를 공식 표명한 시점에서 미국의 네오콘과 일본의 극우세력 등 국제사회 일각에서 북한 인권문제를 거론하는 것은 북핵 문제 해결에 부정적 영향을 미칠 우려가 있다. 미-일 등 국제사회가 인권문제를 내세워 타국에 대한 자국의 정치적 목적을 달성하기 위한 방편으로 삼는 것을 경계한다. 특히 자국의 세력권에 들어오지 않는 국가들을 선택적으로 겨냥해 인권문제로 외교적 압력을 행사하는 것은 부당하다” (2005년 7월 14일 오마이뉴스, ‘美日의 북한인권 문제제기 규탄 결의안’)

 인터넷 방송 ‘나는 꼼수다(나꼼수)’에 출현해 온 鄭鳳株(정봉주) 前의원이 자신을 비판한 트위터러에게 “이런 씹XX들을 어떻게 찢X XX냐”는 욕설을 남겨 논란이 되고 있다.
 
 정 前의원이 17일 ‘여권발급 제한 기자회견’에 나서자 한 트위터러가 “정봉주 이 친구가 미국 못가서 환장을 했구만요”라는 글을 남겼고 정 前의원은 욕설로 맞대응했다. 이에 대해 일부 트위터러들은 “정봉주 의원이 직접 쓴 것이 맞느냐”며 사과하라고 지적했다.
 
 정 前의원은 2007년 대선 때 당시 이명박 대통령 후보의 BBK 주가 조작 연루와 관련해 허위사실을 유포한 혐의로 1·2심에서 실형선고를 받았으며 현재 이 사건은 대법원에 계류돼 있는 상태다. 여권법 제12조 1항에 따르면, 공직선거법 위반 및 명예훼손 혐의로 기소되어 있는 국민은 여권발급 제한 대상자에 해당되며, 검찰·법원이 허가하는 경우 여권법 시행령 6조 제2항에 따라 허가기간 만큼의 여권발급이 가능하다.
 
 정 前의원은 기한 만료로 재발급 신청한 자신의 여권이 나오지 않자, 반정부 성향인 ‘나꼼수’ 출연에 대한 “괘씸죄” 때문이라며 17일 오전 대법원 앞에서 기자회견을 했었다.
 
 재야운동권 출신인 鄭鳳株 前의원은 국회의원 재직 당시 국가보안법 폐지에 앞장서왔다. 그는 ①2004년 12월20일 국보법폐지 농성단 격려방문에 나섰고, ②2004년 12월23일 국보법폐지 공동기자회견에 참석했고, ③2007년 5월31일에는 ‘6·15공동선언 기념일 지정촉구 결의안’에 서명했다.
 
 鄭 前의원은 북한인권법 沮止(저지)에도 노력(?)해왔다. 예컨대 ①2004년 7월23일 연합뉴스와 통화에서 “미국 북한인권법 저지를 위해 모든 노력을 기울이는 결의안 준비”를 주장했고, ②2005년 7월14일 ‘美日의 북한인권 문제제기 규탄 결의안’에 서명했으며, ③2006년 7월13일 ‘UN과 日本의 對北제재 규탄 결의안’에 서명했다.
 
  鄭 前의원은 2004년 7월26일 열린당 외교통상위 간사인 柳宣浩(유선호)·崔星(최성) 의원과 함께 공동기자회견을 갖고 “북한인권법안이 현재 진행 중인 6자회담과 남북관계에 부정적 영향을 미칠 수 있다”며 미국의 북한인권법에 대한 소위 우려를 표명했다.
