"돈만 내놓으면 살려주겠다"
탈북자 단체 발간 '2011 북한 탈북자 처벌 실태조사' 보고서 살펴보니..

사단법인 북한민주화운동본부(대표 김태진)가 최근 ‘2011 북한 탈북자 처벌 실태조사’ 보고서를 책으로 발간했다.

 

단체가 약 6개월 동안 탈북자 210여명을 대상으로 설문조사 및 인터뷰를 실시한 결과를 토대로 만든 보고서는 북한 수감시설의 실태를 담고 있다.

 

보고서에서 가장 눈에 띄는 부분은 돈 앞에 무너져가는 북한 수감시설들이다. 김모 씨는 “뒤를 봐주는 안전원이 있거나 돈이 있으면 한국행을 시도하다 잡히더라도 (수용소에) 안 갈수가 있다”며 총살감이라도 돈만 있으면 살아남는 게 현실에서의 북한 법이라고 말했다.

 

또 이모 씨는 “중국 조선족들이 수감되는 경우도 있다”며 “이 경우 계호원(교도관)들은 ‘당신들은 돈만 있으면 나갈 수 있다’고 노골적으로 뇌물을 요구한다”고 말했다.

 

단체에 따르면 ‘2011 북한 탈북자 처벌 실태조사’ 보고서는 향후 기자회견을 통해 공식발표될 예정이다.
