오바마의 '위험스런 레이건관觀'

미국의 리버럴 [1]-배럭 후세인 오바마

오바마 대통령은 레이건 대통령과 레이건 행정부에 대해 강한 반감(反感)을 가지고 있는 인물이다.

미국의 여론조사 기관인 해리스 폴(Harris Paul)이 얼마 전 여론조사에서 미국인들이 가장 존경하는 대통령으로 1위가 링컨, 2위가 레이건 전 대통령으로 나왔다.

반면 미국 언론은 대통령 후보 시절 오바마를 그 어떤 미국 정치인보다 ‘진보적’(Liberal)이라고 평가했다.

일례로 미국의 정치 전문 주간지인 ‘내셔널 저널’은 2008년 초 상원의원 100명의 성향을 비교 분석했는데, 오바마가 가장 ‘진보적 인물’이라고 평가했다.

오바마 대통령은 자신의 자서전인 ‘아버지로부터의 꿈’(Dreams From My Father)에서 미국 역사상 가장 위대한 대통령 가운데 한 사람인 레이건을 다음과 같이 묘사하고 있다.

“1983년 나는 사회 운동가(community organizer)가 되기로 결심했다. 그러나 세부적인 계획은 세우지 못했다. 사회운동가로의 삶을 살아가는 사람을 만난 적도 없었다. 대학 친구가 사회운동가로서의 삶이 어떤 것인지 내게 물었다. 친구의 갑작스런 질문에 나는 즉답을 못했다. 그래서 내 자신의 변화를 위해 결심했다. 그것은 바로 레이건과 그의 ‘추종자들’(minions)이 자신들의 ‘더러운 일’(dirty deeds)을 수행하고 있는 백악관을 바꾸는 것이었다. 그리고 광적이고 자기중심적인 미국이란 나라의 분위기를 바꾸기로 결심했다. 나는 변화가 위로부터 오는 게 아니라 아래(일반대중)로부터 시작 된다고 말하고 싶다. 이것이 앞으로 내가 할 일이다. 나는 흑인 사회를 건설할 것이다. 이것이 바로 변화다.”<<출처 : Dreams From My Father, 133페이지>>

[원문] IN 1983, I DECIDED to become a community organizer. There wasn’t much detail to the idea; I didn’t know anyone making a living that way. When classmates in college asked me just what it was that a community organizer did, I couldn’t answer them directly. Instead, I’d pronounce on the need for change. Change in the White House, where Reagan and his minions were carrying on their dirty deeds. Change in the Congress, compliant and corrupt. Change in the mood of the country, manic and self-absorbed. Change won’t come from the top, I would say. Change will come from a mobilized grass roots. That’s what I’ll do, I’ll organize black folks. At the grass roots. For change.

오바마 대통령은 자서전에서 레이건의 ‘추종자들’이 누구인지 구체적으로 밝히지도 않았으며, 레이건 대통령이 어떤 ‘더러운 일’을 하고 있는지에 대해서도 설명하지 않고 있다.

레이건 대통령은 일생동안 공산주의와 싸운 반공(反共)지도자인데, 혹시 오바마 대통령은 레이건의 이념적 측면을 증오했던 것은 아닌지 의심스럽다.

오바마 행정부 들어 미국의 대표적 리버럴 인사인 빌 리처드슨의 방북을 포함, 미국과 북한간 비공식 대화 채널인 '뉴욕채널'이 연평도 포격 사건 이후 다시금 가동되고 있는 것으로 관측된다.

최근 특사자격으로 북한을 방문했던 빌 리처드슨도 '뉴욕채널' 인사로 미국의 대표적 리버럴(liberal) 인사이자 오바마 대통령 당선 초기부터 대북 특사로 떠올랐던 인물이다.

현재 '뉴욕채널'을 주도하는 대표적 인사들은 헨리 키신저를 정점으로 도널드 그레그·토머스 허바드·스티븐 보스워스(現오바마 행정부 대북특사) 등 전직 주한 대사, 스테이플턴 로이·윈스턴 로드 등 전직 주중 대사 등 리버럴 성향의 현실주의자들이다.

이명박 정부는 천안함 폭침 사건과 연평도 포격 사건에도 불구하고, 핵무기를 보유한 북한 독재 정권에 뜨뜻미지근한 태도를 보이고 있다.

미국은 이 같은 한국의 태도에 염증을 느끼고 한국 정부를 배제한 채, 헨리 키신저를 비롯한 현실주의자들을 중심으로 스스로의 갈 길을 모색하고 있는 것이다.

중국 공산당은 ‘대약진운동’(1958)과 ‘문화대혁명’(1965) 기간 동안 수천 만 명의 중국 인민을 희생시켜 가면서 1964년 핵개발에 성공했다.

중국은 이후 미국과의 전격 화해(1971년 키신저-닉슨의 중국 방문) 및 아프리카 국가들을 포섭해 UN가입(1971년)에 성공하게 된다. 중국 공산당이 대만(자유중국)을 UN에서 밀어낸 케이스로 국제공산주의 세력의 가장 큰 성공 사례다.

중국 공산당은 이어 일본(1972년), 미국(1979년)과 차례차례 수교를 맺었다. 핵무기와 ICBM(대륙간탄도탄)을 보유한 북한이 가고 있는 길은 과거 중국 공산당이 걸어온 길과 같은 길이다.

미국의 오바마 대통령이 방한하면 무조건 나가서 성조기를 흔드는 것만이 능사가 아니다. 미국 조야(朝野)의 위와 같은 움직임이 있음을 잘 알고, 미국과 북한이 직접대화에 나서는 것을 의식적으로 차단해야 한다.

그렇지 않으면 우리도 모르는 사이 한반도가 적화(赤化)되어 있을 지도 모르기 때문이다. 우리에게 주어진 시간이 그리 많지 않다.

리버럴(liberal) 성향의 스티븐 보스워스 미(美) 대북정책 특별대표가 버락 오바마 미 대통령의 특사 자격으로 다음달 8일 북한을 방문한다고 한다.

보스워스의 방북과 관련, 국내 애국세력은 미국의 리버럴 세력이 향후 내놓게 될 대북접근법이 노무현 정권시절 한미연합사 해체를 주도한‘박선원(朴善源) 전 청와대 안보전략비서관’에 의해 제안되어졌다는 점에 주목해야 할 것이다.

박 전 비서관은 반기문(潘基文) 전 외교장관, 이태식(李泰植) 주미대사, 청와대의 송민순(宋旻淳) 안보실장, 윤대희(尹大熙) 경제정책수석, 윤태영(尹太瀛) 대변인, 조태용(趙太庸) 외교부 북미국장과 함께 2006년 9월14일 열린 한미정상 회담에 배석했던 인물이다.

당시 배석자중 가장‘말직’이라 할 수 있는 박 전 비서관이 주목을 받았던 이유는 그의 ‘反美행적’ 때문이었다. 연세대 82학번인 그는 1985년 대학생들의 서울 미국 문화원 점거사건 당시 배후인물로 지목돼 구속된 반미운동 1세대 출신이다.

당시 미국 문화원을 점거한 학생들은 1980년 광주사태와 관련한 미국의 공개사죄를 요구했으며, 박 전 비서관은 연세대 삼민투 위원장으로서 이를 주도했다는 혐의를 받았다.

현재 미(美) 브루킹스 연구소 초빙연구원으로 재직 중인 박 전 비서관은 지난 달 13일 연구소 홈페이지에 한반도 평화체제 구축을 목표로 한 이른바 ‘보즈워스 프로세스 제안’ 보고서를 내놓았다.

국내외 언론 보도에 따르면 문제의 '보즈워스 프로세스 제안'은 올해 초 브루킹스 연구소의 비공개 세미나를 통해 초안이 발표된 후 지속적으로 보완, 발전시켜온 것이라고 한다.

박 전 비서관이 제시한 프로세스는 향후 2∼3년간 북핵문제 해결 로드맵을 구체화한 것으로 플랜 A(적극적인 협상 구상), 플랜 B(북한의 협상-합의 불이행시 대책), 플랜 C(유사시 대비계획) 등으로 구성돼 있다.

플랜 A는 3단계로 시기를 구분, 북한 핵폐기를 중심에 두고 미국과 북한 사이의 관계정상화를 포함한 정치적 신뢰구축을 핵폐기를 추동하는 가장 중요한 동력으로 삼고, 당사국들의 조치들이 동시행동과 상호등가성의 원칙에 따라 교환되도록 하고 있다.

4∼6개월이 소요되는 1단계는 미국, 북한이 9.19 공동성명 이행을 언제까지 완료한다는 목표 시점을 설정해 각측의 행동에 대한 구속력을 강화하고, 양측은 핵폐기 국면으로 즉각 진입해 일차적으로 최초 신고 분량의 핵물질을 반출하기 전까지 북한이 지정한 북한 내 장소에 관찰 가능한 모니터 상태 아래에 두도록 했다.

미국은 이 기간 대통령 친서 또는 성명 형태로 핵무기를 보유하지 않은 국가에 대해 핵공격을 하지 않는다는 '소극적 안전보장'을 제공하고 미북 관계정상화를 위한 이정표를 제시하는 한편 북한은 핵무기비확산조약(NPT) 복귀를 공약하고, NPT 전면복귀 이전까지 핵실험 중단을 약속하며 포괄적핵실험금지조약(CTBT)에 서명하고 비준해야 한다.

또 북한이 2008년 6월 제출한 과거 핵활동 최초신고서에 대한 검증활동이 개시되며, 현재 중단된 신포 경수로 공사를 재개하는 방식으로 경수로 2기 제공 논의를 개시하고, 경수로 건설 완공까지 북한에 대체 에너지(중유)를 공급한다.

1년 반∼2년이 걸리는 2단계는 영변의 5메가와트 원자로와 재처리 시설 등 영변 지역 핵심 시설을 폐기하고 추가 신고 핵활동과 고준위 폐기장과 핵실험장 등 미신고 시설에 대한 검증이 진행된다.

이와 함께 미국과 북한은 관계정상화 회담을 가속화하며, 북한은 첫 번째 신고 분량의 핵물질을 6자회담 의장국이자 유엔안보리 상임이사국인 중국 측에 양도하고, 최초 검증과 추가 신고의 결과인 플루토늄 잔여분과 농축 우라늄을 관찰 가능한 모니터 상태에 둔다.

남북한과 미국, 중국은 현재의 정전 체제를 항구적인 평화체제로 전환하기 위해 4자 회담을 가속화하고, 북한과 일본은 경제협력을 확대하고 그동안 진행된 수교협상의 진전에 따라 양국 간 외교관계 정상화를 완료한다.

3단계는 워싱턴-평양 교환 정상회담이 추진되는 시기로, 미국과 북한이 외교관계를 완전히 정상화해 평화적 공존을 이룩하며, 북한은 모든 잔여 핵물질과 무기화 능력을 미국 측에 양도하고 남. 북. 미. 중 4자회담을 통한 항구적인 한반도 평화체제 구축을 공동문서 형태로 채택하는 것이 골자다.

보스워스 프로세스 제안의 최종목표는 결국‘한반도 평화체제 구축’에 있다.

친북세력은 ‘평화협정=주한미군 철수’라는 등식을 갖고 있다. 김정일은 한반도 적화통일 과정에서 가장 부담스러운 주한미군을 그대로 둔 채라면 어떤 협정을 맺더라도 평양권부(權府)의 안보 불안이 가시지 않을 것으로 보고 있다.

북한이 주장하는 ‘평화협정’의 개념은 남한의 그것과는 판이하다. 북한의 과학백과사전출판사가 1983년 1월 발행한 ‘백과전서’에는 정의된 평화협정의 개념은 다음과 같다.

“평화협정은 쌍방이 서로 상대방을 침범하지 않고, 무력증강과 군비경쟁을 그만두며 미국은 조선의 내정에 간섭하지 않고 통일을 방해하지 않으며, 남조선을 강점(强占)하고 있는 미군을 철거(撤去)시키어 미군이 철거한 다음 조선은 그 어떤 다른 나라의 군사기지나 작전기지로도 되지 않는다는 것을 기본내용으로 하고 있다.”(이하 생략)

이와 함께 지난 2005년 8월 평양 인민문화궁전에 모인 북한과 친북단체들은 “정전체제를 평화체제로 전환해 조선통일의 가장 큰 장애물인 남조선 강점(强占) 미군을 철수시키자”고 했고, 같은 해 8월19일 반제민전 역시 “평화체제를 공고히 해 미군을 철거하고 올해 낮은 단계의 연방제에 진입해야 한다”고 선동했다.

남한에서 평화체제 구축에 앞장서 온 ‘평통사’(상임공동대표 홍근수) 등 좌파단체 역시 “국보법 철폐, 평화협정 체결, 주한미군 철수, 연방제 통일을 더 없이 확고히 추진해야 한다(평통사 홍근수 대표 논설짐 中)”, “평화체제 수립에 조응해 주한미군을 철거시키고 자주통일로 매진하자(평통사 2006년 4월4일 성명)”는 등 김정일 정권에 동조하고 있다.

이처럼 북한과 국내 친북세력이 주장하는 ‘평화체제’는 ‘주한미군철수’ 이후 북한의 대남적화전략인 ‘고려연방제’를 관철시키겠다는 것과 일맥상통한다.

과거에는 ‘북핵 폐기’를 전제로 평화체제가 논의됐으나 앞으로 전개될 미국과 김정일 정권과의 협상에서는 이 문제가 해결 안 된 상태에서 추진될 가능성이 높다는 사실을 염두에 두고, 애국세력은 이에 대한 해결방안을 하루 속히 강구해야 할 것이다.

버락 후세인 오바마 미(美) 대통령이 역대 대통령 가운데 동성애자(양성애자, 트렌스젠더 포함)출신 공직자를 가장 많이 임명한 대통령으로 꼽혔다.

AP통신은 최근 동성애자 단체인 ‘게이-레즈비언 리더십 연구소’(Gay & Lesbian Leadership Institute)의 자료를 인용, 오바마 대통령 취임 후 임명된 동성애자 고위 공직자와 정책 관료 수가 150명 이상(빌 클린턴 8년 재임 당시 140명)이라고 보도했다.

오바마 대통령의 든든한 지지층 가운데 하나인 동성애자들은 오바마 행정부가 동성애자를 각료로 선임하는 첫 대통령이 되기를 기대했지만 그러한 바람은 실현되지 못했다.

대신 오바마는 존 베리를 동성애자로는 역대 최고위직인 인사관리처장에 임명, 미국의 190만 명에 달하는 연방정부 공무원들을 관리하도록 했다.

또 백악관 직속 '환경의 질 개선위원회' 위원장과 미(美) 수출입은행장에 각각 동성애자임을 공언한 낸시 서틀리와 프레드 호크버그를 임명했고, 남성에서 여성으로 성전환한 아만다 심슨을 상무부 고위기술고문으로 임명했다.

백악관 대변인 신 이노우에도 오바마 행정부가 부시나 클린턴 전 대통령이 임기 전반에 걸쳐 임명한 것보다 더 많은 동성애자 공직자들을 임명했다고 밝혔다.

현재 게이-레즈비언 리더십 연구소 홈페이지(http://www.glli.org/presidential)에는 오바마가 임명한 고위 공직자 목록(동성애자 출신 중-하위 공직자 비공개)이 공개되어 있다.

낙태나 동성애를 강력 반대하는 보수파 후보들이 신구교인들의 백업으로 대거 당선돼 진보세력이 승승장구할 수 없음을 여실히 보여줬다.

이런 가운데 최근 중간선거에서 야당인 공화당은 61석을 얻어 연방 하원을 장악, 60년래 최대 승리를 거뒀다. 반면 여당인 민주당은 상원 다수당 위치만 간신히 지켜 70년 사상 최악의 참패를 맛보았다.

퓨포럼의 조사에 따르면, 금번 선거에서 기독교를 비롯한 다양한 종교그룹들이 공화당 편으로 기울었고, 특히 신교권은 투표인구 30%를 차지하는 백인 복음주의자들의 78%를 비롯한 60%, 유권자의 약12%인 구교권 역시 과반수인 약54%가 그랬다.

평소 민주당을 지지하던 무종교인들의 32%도 이번엔 공화당 손을 들어줬다.

유대계의 진보세는 여전히 강해 66%가 민주당 후보들을 택했다. 그러나 1982년 이래 평균 24%에 그쳤던 유대계 공화당 지지세가 이번 선거에서 31-37%로 비교적 큰 폭으로 상향했다.

전통적으로 정통 유대교인들은 공화당을, 진보적 유대인들은 민주당을 지지하는 성향을 보였으나 올해는 진보주의자들의 공화당 지지도도 더 늘었다.

친(親)가족 단체인 신앙자유연맹(FFC 랠프 리드 총재)의 선거후 조사에서도 이번 선거의 최대 유권자 파워는 보수계 기독교인들이었다는 분석을 내놓았다. 근래 새 보수권 형성을 기해온 '티파티'(Tea Party) 세력의 52%가 거듭났다고 자임하는 복음주의 신자들이다.
