"을지연습은 자주평화통일 노력에 커다란 장애"
[기획연재]여전히 활개치는 左派단체들(14) - 전국공무원노동조합

 「전국공무원노동조합」(전공노. 2002년 3월23일 설립. 회원수: 중앙 6개 본부, 15개 지역본부. 주요인사: 손영태 위원장, 정통일 수석부위원장, 우영숙 부위원장)은 김대중 정권 말기였던 2002년 3월 결성된 좌파성향 공무원단체다.
 
 전공노는 창립선언문에서 『공무원노조는 지난날 군사정권에 의해 빼앗긴 노동자라는 이름을 되찾는 것이며, 민주노동운동에 당당하게 노동자로서 참여하여 역사발전에 기여하는 첫걸음이 될 것』이라고 주장했다.
 
 전공노는 △「국보법폐지국민연대」, △「한미FTA저지범국본」, △「광우병국민대책회의」에 참여했었고 친북단체인 통일연대, 민중연대 소속으로서 공무원 조직의 좌경화를 선도해왔다.
 
 전공노는 2005년 11월15일 EU의 북한인권 결의안채택반대 기자회견에 참가, 『인권개선을 위한 북(北)의 긍정적인 노력에는 애써 눈을 감고, 정치적인 대북인권공세에 대한 북의 거부 입장을 국제사회와 유엔에 대한 협력거부로 왜곡하고 있다』며 북한이 인권개선 노력을 하고 있다는 식으로 옹호했다.
 이어 『한나라당과 수구보수세력의 냉전적 반북인권공세를 강력히 규탄한다. 국가보안법을 앞세워 고문과 조작으로 인권과 민주주의를 짓밟으며 냉전시대를 주름잡은 이 땅 수구보수세력의 총본산 한나라당은 인권을 입에 담을 자격조차 없는 반인권 정당』이라고 비난했다.
 전공노는 연방제 적화를 합의한 6.15선언 실천에 앞장서왔다. 이 단체는 2008년 6월13일 성명에서 『예속과 분단을 극복하고 자주와 통일의 시대를 밝힌 6.15공동선언은 우리 민족의 이정표』라며 『이명박 정부는 정권 초기 통일정책에 대한 과오를 인정하고 6.15공동선언과 10.4선언을 이행할 것을 선언하고 약속하여야 한다』고 주장했다. 이 단체는 2005년 10월 평양 아리랑 공연 단체관람에 나서기도 했었다.
 
 전공노의 친북성향은 반미주의와 직결된다. 이 단체는 2006년 2월 「FTA저지범대위 준비위」 출범 기자회견에 참여, 한미FTA 체결은 미국이 『이제 가면을 벗고 직접 수탈하겠다는 것』이라며 『나라를 팔아먹는 것이 그들의 세계화이자 국가발전전략이다...한미FTA는 제2의 한일합방, 제2의 내선일체』라고 주장했다.
 
 전공노는 이라크파병반대에도 앞장섰다. 이들은 2003년 9월27일 「국제반전공동행동」 결의문에 참여, 『지금 이라크 민중은 미군 점령에 맞서 자유와 해방을 위해 싸우고 있다』며 『유엔의 승인과 무관하게 한국군 전투병 파병은 절대 안 된다. 이미 파병돼 있는 제마-서희 부대도 당장 철수해야 한다』고 주장했다.
 
 전공노는 정부의 을지연습도 반대해왔다. 2006년 8월18일 성명은 『을지연습은 우리민족끼리의 남북교류와 상호방문 등 자주민주평화통일을 위한 노력들에 커다란 장애가 되고 있다』며 『민간교류를 통해 통일을 앞당기자고 하면서 다른 한편으로 북을 대상으로 한반도에서 전쟁연습을 일삼는 것은 결코 용납할 수 없다』고 주장했다.
 
 같은 시기에 북한 조선중앙통신도 논평을 통해 『미국과 남조선 호전세력이 우리의 거듭되는 경고에도 불구하고 끝끝내 합동군사연습을 벌이려 한다』며 『이 훈련은 조선반도 정세를 전쟁 접경으로 이끌어가는 위험천만한 군사적 모험』이라고 비난했다.
