북한 민둥山 살리자는 '동아'의 반통일 기사들
|
소위 보수매체들의 최근 일관된 흐름은 북한과의 협상이고 이를 위한 지원이다.

망해가는 김정은 체제를 지키려, 별의 별 꼼수가 동원중이다. 소위 보수매체도 다르지 않다. 변화 자체를 겁내는 反(반)통일 기사로 홍수를 이룬다.
동아일보는 최근 “北 산림복구 ‘발등의 불’”이라는 제목으로 시리즈 기사를 실었다. “남측 통일비용 줄이려면 지원 시급”이 부제다.
일견 그럴싸하다. 북한의 산림 황폐화는 확실히 심각하다. 민둥산 면적은 모두 284만 ha. 서울 면적 47배에 이른다. 시간이 갈수록 민둥산 면적은 더 커진다. 그로 인해 잦은 재해, 용수 부족 등도 심화된다.
동아일보는 “박근혜 정부 출범을 앞두고 북한의 산림 복구를 위해 한국이 도와야 한다는 목소리가 높아지고 있다”며 “이는 산림 분야 주무 부처인 산림청뿐 아니라 지방정부 기업체 사회단체 학계 국제기구 등도 마찬가지다”라고 강조했다.

그러나 묘하다! 소위 보수매체들의 최근 북한 관련 기사의 일관된 흐름은 북한과의 協商(협상)이고 이를 위한 支援(지원)이다. 김정일 사후 코너로 몰린 김정은 체제의 숨통을 트자는 식이다.
동아일보의 산림 황폐화 기사도 그렇다. 이 기사가 궤변인 이유는 이렇다. 첫째, 통일비용을 줄이는 명분을 댔지만 소위 보수매체들까지도 ‘통일’ 자체를 말하지 않는다.
대한민국의 유일한 통일은 코너에 몰린 김정은 정권을 더욱 코너로 몰아 內爆(내폭)시킨 뒤 자유민주주의로 통일하는 것뿐이다. 따라서 2013년 현재 어떤 형태의 대북지원도 역사를 거스르는 반통일적 헛발질이다. 그러나 소위 보수매체 역시 대북지원을 하자며 통일의 물꼬를 막아서면서 이것이 통일비용을 줄이는 길이라 둘러댄다.
둘째, 지금까지 한국은 북한의 산림을 복구하기 위해 다양한 노력을 해왔고 이것은 실효를 거두지 못했다.
김대중·노무현 정권은 물론 천안함 사건 이전 이명박 정부에 이르기까지(2001년~2009년) 정부 및 민간단체, 지자체 등에서 솔잎혹파리 등 산림 병해충 방제를 위한 약제를 지원(7만8000ha)했다. 총 333ha에 나무를 심고 8개 양묘장도 조성했다.
북한은 한국의 지원을 받아서 사용한 뒤 정작 여기에 써야할 자금은 핵무기·미사일 개발에 사용했을 것이다. 그나마 2001년에서 2009년 사이 한국의 지원이 산림 황폐화를 막아냈다는 증거도 없다. 동아일보는 북한의 체제와 정권을 돕기만 한 산림지원을 또 다시 하자고 말한다. 김정은 정권이 한계에 도달한 이 결정적 시기에!
셋째, 그래도, 그래도 한국이 북한 산림 황폐화를 막아야 한다면 반드시 條件(조건)을 붙여야 한다. 核포기나 천안함·연평도 사건에 대한 시인과 사과가 따라야 한다. 이런 조건이 부담스럽다면 한국이 해당 지역의 산림 황폐화를 막는 데서 한 걸음 더 나가 지역민을 돌볼 수 있도록 재량권이나 통행권을 허락받아야 한다. 한국의 造林(조림)사업이 북한의 자유화·민주화를 촉구하는 도구가 되도록 하는 것이다. 만일 그렇지 않다면 북한 산림 황폐화를 막자는 주장은 세습독재를 강화하고 연장하기 위한 수단일 수밖에 없는 것 아닌가?

한국의 지원이 북한의 황폐한 산림을 살리는 길이 아니다. 김정은은 얼마든지 산림을 살려낼 능력이 있기 때문이다. 예컨대 지난 해 북한정권이 김일성 태양절 행사에 쓴 돈은 20억 달러, 2011년 예산의 1/3에 달한다. 김일성·김정일 우상화에 쓰는 돈만 줄여도 북한의 산은 울창해 질 것이다. 북한의 세습독재를 유지시키고 인민들의 고통을 연장시키면서 산림을 살려내려 하니 아무런 실익이 없는 수단을 쓰려 한다.
북한의 산림을 살리는 길은 간단하다. 김정은 집단이 빨리 망해서 북한에 자유가 회복되는 것, 자유통일에 있다.
