| 김정일과 포옹하는 中공산당 국가주석 호금도(胡錦濤) | 1. 중국은 헌법(憲法)에서 여전히 사회주의를 근본 제도로 삼고 그 제도를 파괴하는 것을 일체 금지하고 있다. 헌법을 근간으로 '이념적 접근'을 하면 중국 공산당의 실체가 보인다.
2. 지난 25년간 계속된 중국 경제의 고도성장은 정치적 자유화로는 연결되지 못했다. (중국식 개혁-개방을 주장하는 일부 세력의 주장을 북한에 그대로 적용하면 조선노동당을 그대로 두자는 논리와 일맥상통한다. 즉, 북한지역의 중국화로 귀결될 것이다.)
3. 중국 역사는 인류의 보편성을 인정한 적이 없다. 중국의 통치자들은 지난 2,500년간 법치주의, 권력분립, 언론의 자유, 사법권의 독립, 기본적 인권의 존중 등의 정치적 룰(rule)을 한 번도 실천한 적이 없다. 공산당 일당독재의 현 중국이 자유민주주의와 법치주의를 보편적 가치로 받아들이는 것은 불가능하다.
4. 기원전 221년부터 19세기 중순까지 중국은 적어도 1,600년간 아시아 최강의 패권국이었다. 또 7세기 초부터 1830년경까지 약 1,200년간 중국 경제의 규모는 세계 최대였다. 이 두 가지 사실은 중국인의 본심(本心)을 이해하는데 있어 매우 중요하다. 즉, 13억의 중국인은 ‘아시아를 넘어 세계 최강국이 되고 싶다’는 것이 자연스런 감정이다. 이들에게 있어 한반도는 중국의 변경(邊境)으로 수복해야 할 영토에 지나지 않는다.
5. 현재의 중국에는 약 8백여개의 강제수용소가 존재하며, 이곳에 2~3백만 명의 인원이 수용되어 있다. 이들 수감자들은 수용소에서 고문-살해되어도 정부의 기록에 남지 않는다. 중국의 헌법과 형법이 명시하고 있는 ‘인권보장’ 조항은 애초부터 적용된 적이 없
다.
6. 중국의 기업은 민간기업과 군수기업의 차이가 없다. 지금 이 시간에도 민간기업 간판을 단 중국의 무수한 군수업체들이 북한과 이란에 핵 관련 장치 및 미사일 부품을 제공하고 있다. 그럼에도 불구하고 중국 공산당은 소위 ‘평화적 대두’라는 표현을 써가며 현 경제 시스템을 유지하고 있다.
7. 북한을 넘어 한반도 전역이 중화세력권(中華)에 편입되면, 우리의 모든 제도는 중국의 영향을 받게 된다. 자유민주주의와 법치가 소멸될 가능성이 높다. 소위 중국에 대한 유화정책, 다극화, 동아시아 공동체 건설, 6자 회담을 주장하는 이들은 모두 2차 세계 대전 발발 전 독일의 나치즘에 대해 유화정책을 주장하며 평화협정을 맺었던 것과 다름없다.

“국제정치는 원래 더럽고, 위험한 것”
중국이 지속적인 경제성장에 대한 의욕 때문에 미국과의 충돌가능성이 낮다고 언급한 것에 대해 말하고자 한다. 중국이 지난 20년 동안 눈부신 경제성장을 구가할 수 있었던 원동력은 미국이 중국을 경쟁상대로 여기지 않았기 때문이다. 이러한 논리는 1차 대전을 일으킨 독일과 2차 대전을 일으킨 일본과 독일에 그대로 적용해 설명할 수 있다.
1939년까지 독일은 눈부신 경제성장을 구가하고 있었으나 2차 세계대전을 일으켰다. 일본의 경우도 2차 대전이 일어나기 전까지 아시아지역에서 상당수준의 경제 성장을 달성하고 있었음에도 불구하고 전쟁을 일으켰다.
분명한 것은 전쟁의 요인에는 경제적인 문제가 고려대상이 될 때가 있고 그렇지 않을 경우도 있다는 점이다. 중국이 미국을 압도할 만한 군사력을 확보하지 못하고 있다는 것은 현재로서는 매우 정확한 지적이다. 그러나 우리는 지금 중국이 미국과 견줄만한 군사력을 확보하게 되는 시기인 2025년이나 2030년의 상황을 말하고 있다.
만일 2025년이나 2030년에 중국의 GNP가 지금보다 훨씬 더 높아지고 이를 통해 군사력확장에 나선다면 어떻게 될 것인가? 이에 대해 역사는 분명한 결론을 내리고 있다. 즉 중국은 아시아에서 미국을 몰아내고 지역패권을 장악할 가능성이 높으며 대만에 대해서도 직접적인 개입을 시도할 것이다.
영리한 중국인이라면 지금 당장 대만문제를 전면에 내세우려 하지 않을 것이다. 아직 때가 무르익지 않았기 때문이다. 중국은 중국의 경제력이 미국보다 더 커지도록 이 문제에 집중하고 있을 뿐이다. 경제 문제가 해결되면 중국은 이를 바탕으로 군사력을 확장시킬 것이다.
그리고 나서 중국은 아시아 지역에서 패권을 장악을 위해 미국과 경쟁하려 들 것이다. 중국은 미국이 브라질과 아르헨티나 그리고 멕시코에 대한 영향력 증대에 집중하고 있는 사이 아시아에서 중국의 세력을 확장시키는 것이 이상적이라고 생각할 것이다.
중국은 미국이 세력을 펼치고 있는 지역에 대해 국익이 걸려 있기 때문에 지속적인 문제를 야기 시킬 것이다. 내 예상은 그리 긍정적이지 않다. 긍정적인 미래를 논하고 싶지만 국제정치란 본래 더럽고(nasty) 위험한(dangerous) 것이다.
어떠한 선의(善意)도 장래 아시아 지역에서 헤게모니 장악을 위해 발생하게 될 격렬한 군사력 경쟁을 바꾸지는 못할 것이다.
