The defectors complain that South Korea should not aid North Korea. South Korean aid does not reach the ordinary residents of North Korea. It only strengthens Kim Jong Il regime and the privileged class. It rather eradicates reforming and opening motivations by supporting Kim Jong Il and his party loyalists. To support the oppressed inhabitants, all of the outside aid should be stopped. They should just guide the state to enter into reform by itself.
Kim Sung Il, who escaped from North Korea in April 2008, illustrates as follows. "When nuclear test obstructed foreign aid, the rice price in the ground market rose up to 5,000 won. If the situation had lasted longer, hundreds of and thousands of residents would have thronged over the rivers, which would have brought the party officials to their senses. However, 500,000 ton rice arrived from South Korea. Once again, Kim Jong Il gluttonized"
He continued, "Government or civil organizations should stop aiding North Koreans. If you want to help them, help North Korean defectors who really know how to help people in North Korea."
Song Bok, former professor of YonSei Univ. in South Korea, insisted that freezing winter policy, not sunshine policy can alter North Korea. So did Kim Sung Il.
"Sahoe-anjeon-bu (Society Security Agency) in North Korea in 2007 stated that even three people must not gather together to drink alcohols. It means North Koreans' complaining has gone high. The inhabitants are just afraid of complaining. They have already abandoned Kim Jung Il. They are not faithful to him any more. Try to stop assisting North Korean regime. If Kim Jong Il's threatening is proved as lies, like in the mid-1990s refugees would throng into China. Such things would be sure to reform North Korea. When Kim Jong Il changes, or surrounding nations change and get rid of Kim Jong Il, the residents would have ways to live by. If Kim Jong It's threats and lies affect South Korea to keep supporting North Korea, the population will suffer forever.
Free aid spoils nations as well as individuals. The more South Korea assists North Korea, the more North Korea will become a unscrupulous gang. The humanitarian aid at best makes North Korea divert the dollar revenue for food import and use the savings for weapons of mass destruction program, WMD funds.
For example, in the sunshine policy era, the amounts of money and resources up to 69.5 million dollars from 1998~2007 only led to the tripling of the North Korean war expenditure compared to the era before the support. North Korea succeeded in arming itself with nuclear weapons in 2006, the year in which the support for North Korea was the highest level. 69.5 million dollars is enough to feed every people in North Korea for 23 years.
'Surplus paradox' is an universal principle. For example, UNITA (Uniao Nacional para a Independencia Total de Angola) paid the cost for the tragic civil war with easy money they earned by exporting precious metals. So does North Korea. The so-called humanitarian aid has been misused at best as the Blood Diamond for the tyrant. The most humanitarian aid to the oppressed is to end the oppression. We have to end Kim Jong Il's regime and establish the state system in which the universal values of freedom, human rights, and constitutional government are practiced in North Korea.
