1000명의 북한군이 손 들고 내려와 버리면...
남쪽 記者와 북쪽 詩人이 말하는 통일 묘책...DMZ에 자유의 血路를 뚫어야
북한 인민군

 북한체제 動搖(동요)는 어제오늘 일이 아니다. 탈북자 출신인 안찬일 세계북한연구센터 소장은 25일 한 세미나에서 “주민들은 체제에 대한 불만이 극에 달해있으면서도 이를 정치화하고 조직, 동원할 수 있는 수단의 부재로 人民蜂起(인민봉기)가 불가능하다는 주장에 동의하지 않는다”고 말했다.
 
 安소장은 “북한주민의 민주의식은 척박하나 그 깨달음과 폭발력 또한 革命的(혁명적)일 수 있다”며 “남한 내 탈북자들의 성공적인 정착과 이들의 역할 증대를 통한 북한 黨(당)·政(정)간부들의 이반을 유도하는 것도 전단 살포 등 물리적 방식에 못지않게 효율적인 對北(대북) 압박수단”이라고 강조했다.

 김정일 이후 북한붕괴 도화선을 ‘軍隊(군대)’로 보는 이들이 많다. ‘굶주린’ 북한군이 변혁의 물꼬를 튼다는 말이다. 安소장은 3월 한 세미나에서도 “북한군이 김정일 정권에 충성할 이유가 없어졌다”며 이렇게 말했다.
 
 “지금 북한 군인은 90년대 초중반 출생자, 노동당 배급이 아니라 어머니의 장마당 수입으로 근근이 먹고 산 세대이다. 처절한 장사로 자식을 먹여 살리는 부모를 보며 노동당·김정일 父子를 위해 목숨 바칠 아무런 이유가 없다고 생각할 것이다.”

 ‘내 딸을 백 원에 팝니다’의 저자 장진성 시인은 어제 기자와 KTX를 타고 함께 서울에 오면서 자유통일의 ‘妙策(묘책)’을 알려줬다.
 
 그는 “김정일 이후 북한 내 混亂(혼란)이 격화될 때 民心(민심)의 향방이 중요하다”며 “DMZ 북한군 1000명만 한국에 투항해 내려오면 민심이 급격히 남한에 쏠리고 북한체제 이탈세력이 폭발할 것”이라고 말했다.
 
 어수선한 상황에서 군인들이 총을 들고 휴전선을 대량으로 넘어오면 난민들도 밀려들어 북한정권은 무너질 것이라는 말이다. 군인은 목숨을 건 모험에 능하고 불만·불평도 많으니 최적의 혁명집단인 셈이다. 이들이 1000명 만 넘어오면 자유통일의 물꼬가 트이게 될지 모른다.
 
 장진성 시인은 “현재로선 북한 내 권력 離叛(이반) 시 유일한 퇴로가 압록강·두만강 건너 중국 말고는 없고 이런 식이면 親中(친중)정권으로 가게 될 뿐”이라며 “DMZ에 북한인민을 위한 자유의 血路(혈로)를 뚫어야 한다”고 했다.
 
 그는 “DMZ 내, 결정적 시기에 군인과 난민의 자유의 血路로 쓸 ‘親韓(친한) 공간’·‘平和(평화)공간’·‘統一(통일)공간’을 조성해야 한다”며 이를 DMZ의 평화적 평정·평화적 장악이라고도 표현했다.
 
 DMZ를 통일의 루트(route)로 만들기 위해선 북한 인민군에 대한 심리전이 필수적이다. 이런 면에서 북한 청년이 10년이나 군에 가는 것은 유리한 일이다. 張시인의 말처럼 “10년간 복무는 한국이 원하면 10년간 자유민주주의의 가치를 북한 청년에 주입할 좋은 기회”인 탓이다.
 
 빗줄기가 쏟아지는 KTX 안에서 北의 詩人(시인)과 南의 記者(기자)는 북한을 향한 ‘자유의 소리’ 확성기 방송의 필요성에 또 다시 절감했다. ‘자유의 소리’ 방송은 단순한 남한의 북한을 향한 선전이 아니라 북한 내 혼란이 격해질 때 자유통일을 이끌어 낼 비장의 카드인 것이다. 그런 면에서 천안함 폭침 이후 對北심리전을 시작도 못하는 현 정권은 가장 反통일적 愚行(우행)을 저지르고 있다고 볼 수 있다.
 
 어느 공안전문가의 표현처럼 “북한은 한 번만 걷어차면 무너질 것”이다. 그리고 결정적 한 방 중 하나는 對北확성기 방송과 같은 것이 될 것이다. 2400만 동포를 해방할 이 역사적 순간에 천박한 泥田鬪狗(이전투구)에 함몰된 간신배들을 보면서 7천만 민족을 향한 결단의 카드를 머릿속에서 또 다시 만지작거렸다.
