3. 투자성 지출은 일종의 ‘투자(投資)’ 같은 개념
 
 통일비용 주장을 보다보며, 어떻게 하면 비용을 늘일까 고민한 것처럼 느껴질 때가 많다. 흔히 통일비용은 소멸성(消滅性) 지출과 투자성(投資性) 지출로 나뉜다. 앞의 것은 회수되지 못하고 사라지는 돈이고 뒤에 것은 물적가치가 사라져도 새롭게 재화와 용역을 만드는 돈이다.
 
 소멸성(消滅性) 지출은 ‘긴급구호비용’을 기본으로 ‘제도통합비용’(정치적으로 통일에 합의한 후 제도적 통합이 진행될 초기단계에서 드는 비용) 등이 있는데 통일비용은 이 소멸성 지출만 잡는 게 옳다. 투자성 지출은 일종의 ‘투자(投資)’ 같은 개념인 탓이다.
 
 황장엽 선생 역시 “통일이 되면 시장경제를 도입함과 동시에 북한사람들의 인적 이동을 통제하고 매년 100만 톤 정도 식량을 제공하면 10년 내 남한의 70% 수준에 근접할 수 있을 것이므로 통일비용을 따로 계산하고 걱정할 필요가 없다”고 말하는데 이것이 바로 소멸성 비용이다. 따라서 북한해방과 함께 기존의 인도적 지원만 일정기간 지속되면 별도의 통일비용은 필요 없다는 셈법도 가능하다. 서울대 통일평화연구소 김병로 연구교수 역시 2010년 10월20일 ‘남북협력과 통일비용, 어떻게 준비할 것인가’라는 제하의 포럼에서 통일평화연구소의 4년 여론조사 결과를 토대로 황장엽 선생과 똑같은 취지로 발표했었다.
 
 여기서 북한주민에게 기초적 생계를 보장해 주는 데서 한 걸음 더 나가 해방 이후 북한주민의 소원(?)인 ‘이밥에 고깃국 문제’를 해결하는 데는 얼마의 돈이 들까? 2010년 12월 국회입법조사처가 펴 낸 ‘한반도 통일비용 쟁점과 과제’라는 논문에 따르면 “북한주민들의 기대수준이 높지 않다”는 점을 지적하며 “이밥에 고깃국 문제를 푸는 데 대한민국 GDP 1%정도면 된다”고 적고 있다.
 
 투자성 지출은 북한재건(北韓再建)에 투입되는 ‘신(新)국가건설비용’이라고 볼 수 있다. 이것은 시간을 두고 우리의 능력에 맞게, 국민적 합의에 따라 진행할 일이다.
