30여 명 간첩, 특사로 풀려나

盧武鉉 정권은 「간첩(間諜)」을 사면(赦免)하고, 복권(復權)하며 심지어 「국가유공자」로 인정하면서 이들의 反국가활동을 직·간접적으로 지원해왔다. 전향 여부가 불분명한 간첩 출신들은 사회로 돌아와 다시 親北·反美운동에 투신했고, 결과적으로 대한민국은 사상 초유의 정체성 위기를 맞고 만다.  

金大中-盧武鉉으로 이어지는 좌파정권 10년 간 간첩죄로 복역했다 대통령 특사 등으로 풀려난 인물은 30여 명에 달한다.

여기는 △2005년 민경우(통일연대 前 사무처장) 강태운(민주노동당 前 고문) 이종린(범민련 남측본부 명예의장) 하영옥(民革黨 사건) △2000년 무하마드 깐수(정수일) 심정웅(지하철 암약 간첩) 우용각 등 비전향장기수 19명(잔여형기 면제) △1999년 신광수(요코다 메구미 납치사건 주범) 고영복(서울대 명예교수) 안재구 류낙진(구국전위 사건) 최호경 조덕원(남한조선로동당 사건) △1998년 김낙중 황인오(남한조선로동당 사건) 박노해(사노맹 사건) 서경원 등이 포함됐다.

이 중 통일연대 민경우(閔庚宇)란 인물은 국가보안법상 간첩 혐의로 두 차례나 실형을 받았던 인물이다. 閔씨는 1997년 간첩 혐의로 구속됐다가 1999년 대통령 특사로 석방됐다. 그는 5년 뒤인 2003년 다시 간첩 혐의로 구속됐지만 형기의 3분의 1을 채울 무렵인 2005년 8월15일 刑집행면제 특별사면과 함께 복권을 받았다.  

공안사건으로 구속된 親北운동가들은 대통령 특사 등으로 풀려나 親北단체에 다시 들어가는 경우가 대부분이다. 盧정권은 「親北활동-구속(拘束)-특사(特赦)-親北활동 再開」라는 「악순환」을 돌리는 엔진역할을 하고 있는 셈이다.  

한 가지 사례를 들어보자. 대표적 親北단체인「민주주의민족통일전국연합(전국연합)」이라는 단체가 있다.

전국연합 간부들은 △2005년 7월10일에 2006년 3월15일·4월7일·5월4일과 5일 평택反美폭동을 벌인 「평택범대위」, △2006년 11월22일 전국 13개 市에서 광주시청 등 공공기관 진입 폭동을 벌인 「FTA저지범국본」, △2005년 11월15일 서울 여의도농민폭동을 벌인 「전용철범대위」, △같은 달 18일과 19일 부산 APEC반대폭동을 벌인 「反부시국민행동」, △같은 해 5월15일 광주 미군철수폭동을 벌인「패트리어트대책委」, △같은 해 9월11일 인천 맥아더동상파괴폭동을 벌인「민중연대」등의 지휘부를 구성하고 있다. 예컨대 전국연합 상임의장 오종렬은 이들 「모든」 단체의 공동대표로서, 流血폭동의 현장에서 격렬한 선동을 계속해왔다.

그런데 전국연합 핵심간부 박경순(교육위원장), 정대연(정책위원장), 김성란(대외협력위원장)은 98년 검거된 소위 「영남위원회」라는 공안사건에 연루돼 각각 15년, 8년, 4년의 중형을 선고받은 인물들이다.
하지만 영남위원회 연루자들은 대부분 형기의 절반도 채우지 않은 상태에서 풀려났다. 영남위원회 총책으로 15년형을 선고받은 박경순은 수감된 지 5년이 안 된 2003년 조직원 중 마지막으로 출소했다.

대부분 盧武鉉-金大中 대통령의 특별사면을 받고 풀려나 다시 親北활동을 계속해 온 것이다.

당시 법원 판례(99도2317. 98고합689. 98고합691)에 따르면 『92년 결성된 영남위원회는 △「북한조선노동당 규약」에 따라 궁극목표를 【온 사회의 主體思想】실현에 두고, △조직의 3대 원칙을 主體思想·共産主義·혁명으로 하며, △主體思想의 사회정치적 생명체론에 입각해 金日成·金正日에 대한 충성을 모든 가치 판단의 기준으로 삼았던』 철저한 金日成주의 혁명조직이었다.
