미국 상원 외교위원회 소속 의원들은 마이크 폼페오 국무장관의 청문회 발언에 실망감을 나타냈다. 북한과의 비핵화 협상에 대한 의문을 해소하지 못한 채 행정부의 기존 입장만 되풀이했다는 지적이다. 미북 간의 야합과 이로 인한 김정은의 가짜 평화 사기극이 언제까지 갈 수 있을지 의문이다. 아래는 VOA 보도 내용이다.
공화당 중진인 마르코 루비오 상원의원은 폼페오 장관의 청문회 출석 이후에도 북한에 대한 우려는 여전하다고 밝혔습니다.
[녹취:루비오 의원]“But with my insight I would just be limited to say that I remain concerned about whether North Korea is sincere about what they are saying they want to do or whether they are trying to have the prolonged process of step by step concessions that ultimately once they get enough sanctions relieved they will stop, which is ultimately what I think in my view, and I hope I am wrong, but in my view what KJU pushing toward in that is just enough concessions to allow economy not to collapse so he can hold onto the power.”
루비오 의원은 폼페오 장관 청문회 직후 VOA 기자와 만나 북한의 요구가 진지한 것인지, 아니면 충분한 제재 완화만 얻으면 멈출 단계적 양보를 하며 시간을 끄는 것인지 우려된다고 말했습니다.
그런 만큼 북한이 지금까지 어떤 행동을 취했는지에 대해선 비공개 평가가 필요하다는 설명입니다.
[녹취:루비오 의원] “Obviously it involves some classified assessments of what North Korea’s activities are to date…”
루비오 의원은 이어 자신이 틀리길 바라지만 김정은은 권력을 유지하기 위해 경제가 붕괴되지 않을 정도로만 양보하려는 것이라고 말했습니다.
상원의원들은 대체로 이번 청문회에서 폼페오 장관으로부터 싱가포르 회담 결과에 관한 구체적인 답을 얻지 못했다며 실망감을 토로했습니다.
제프 플레이크 공화당 상원의원은 이날 VOA에 싱가포르 회담에서 이뤄진 확고한 약속들이 무엇인지 물었을 뿐인데 폼페오 장관으로부터 어떤 답변도 얻지 못했다고 말했습니다.
[녹취:플레이크 의원] “All I did was try to ask what firm commitments were made and got no response. That is the question though. We hear about commitments made and those commitments were denuclearization but that certainly doesn’t seem to be the understanding that North Korea has. They have completely different readout. So I asked him what firm commitments were made but didn’t get much of an answer. “
이 질문이 중요한 이유는 싱가포르 회담에서 북한이 비핵화 약속을 했다고 하지만, 북한은 그렇게 이해하고 있지 않은 것으로 보이기 때문이라는 겁니다.
이날 청문회에서 폼페오 장관에게 비핵화 진전 상황을 집중 추궁했던 에드워드 마키 민주당 상원의원도 실망감을 나타냈습니다.
[녹취:마키 의원] “It is still pretty clear that North Koreans are not actually dismantling their missile programs, their nuclear programs, their chemical weapons, their biological weapons programs, they are not giving us back remains of American prisoners,and the human rights violations continue. So I don’t think we really yet received in return …”
상원 외교위 동아태 민주당 간사인 마키 의원은 이날 VOA에 북한이 핵과 미사일, 생화학무기 프로그램을 실제로 폐기하지 않고 있다는 점이 여전히 명확하다고 지적했습니다.
그러면서 북한은 미군 유해를 여전히 돌려주지 않았고 인권 유린도 계속 자행하고 있기 때문에, 미국이 실제로 받은 것은 없다고 말했습니다.
크리스 쿤스 민주당 상원의원도 폼페오 장관으로부터 북한 비핵화의 현주소에 대한 명확한 답을 듣지 못했다고 지적했습니다.
[녹취:쿤스 의원] “No I didn’t’t. Sec. Pompeo repeated that he views North Korea is having fully understood our definition of denuclearization and having committed to accomplish it. There were a number of Senators who asked follow on questions about what is the timeline what is the pathway how will it be verified. We got no more details. That was an encouraging statement but without any more details, without any concrete actions by North Korea.
폼페오 장관은 미국이 생각하는 비핵화의 정의를 북한이 충분히 이해하고 있고 이행하기로 약속했다는 자신의 견해만 되풀이했다는 겁니다.
이어 많은 상원의원들이 비핵화의 시간표와 검증 과정에 대한 질문들을 이어갔지만 세부 내용을 더는 듣지 못했다고 지적했습니다.
그러면서 싱가포르 회담에서 채택된 공동성명은 고무적이지만 어떤 세부 내용도, 북한의 구체적 행동도 명시되지 않았다고 지적했습니다.
쿤스 의원은 또한 싱가포르 회담 이후 이뤄진 미-한 연합군사훈련 중단 결정도 거듭 비판했습니다.
[녹취:쿤스 의원] “I think it was inappropriate for the President Trump to give up military exercises with our vital ally South Korea and Japan without consulting them and without having gotten some clear actions by North Korea upfront first.”
트럼프 대통령이 중요한 동맹국인 한국, 일본과 상의도 하지 않고, 북한의 명확한 행동이 취해지기도 전에 군사훈련을 중단한 것은 적절하지 못했다는 겁니다.
벤 카딘 민주당 상원의원은 북한이 첫 번째 단계인 핵 시설 신고를 여전히 하지 않았다는 한국 언론의 보도가 정확한 것으로 드러났다며 실망스럽다고 말했습니다.
[녹취:카딘 의원] “I’m disappointed as I pointed at the hearing, the first step is declaration, and it is clear from information from South Korea that that requested information has not been given appears to be accurate.”
싱가포르 회담에서 구체적으로 이뤄진 게 거의 없었다는 의원들의 판단이 옳았다는 것이 이번 청문회를 통해 드러났다는 겁니다.
[녹취:카딘 의원] “I think our observations before were probably accurate, and that is very little specifics were done in Singapore.”
그러면서 미국은 역대 가장 강력한 대북 제재를 시행하고 있지만. 트럼프 대통령과 김정은의 만남이 미국 외 다른 나라들의 대북제재 완화로 이어진 것이 문제라고 지적했습니다.
[녹취:카딘 의원] “We passed as strongest as possible sanctions regime against North Korea. The problem is the President’s meeting with Kim Jong Un has led to some relaxations of the sanctions by other countries not by us.”
반면 밥 코커 상원외교위원장은 싱가포르 회담에서 채택된 공동성명이 구체적이지 않고 합의의 요약본에 불과하다면서도 비핵화 협상은 시간이 걸리는 일이라며 여전히 평가를 유보했습니다.
[녹취:코커 의원] “I think what we took away from that was the communique that was written was the sum total of the agreement. I don’t think any of us has expected, I was glad that nothing magnificent happened there. I mean these things take time.”
그 누구도 싱가포르 회담에서 어떤 대단한 것이 이뤄질 것으로 예상하지 않았으며 회담 이후 60일 이내 어떤 성과가 있을 것이라고 예상하지 않았다는 겁니다.
그러나 싱가포르 회담 이후 실제로 그래야 하는 것보다 너무 들떠있었다며 이제 시작에 불과하다고 말했습니다.
