게리 세이모어 전 백악관 대량살상무기 조정관은 거대한 드라마였던 ‘싱가포르 회담’에서의 미-북 간 ‘허니문’은 끝났다고 지적했습니다. 이제 실제 (비핵화) 방안을 둘러싼 진짜 협상에 나서야 하는 현실로 접어 들었다는 평가입니다.

[녹취: 세이모어 전 조정관] “I think honeymoon is over in the sense that the big drama of Singapore meeting, now we are getting into reality which is the real negotiation over actual measures.”

세이모어 전 조정관은 9일 VOA와의 전화통화에서 북한이 미-북 협상 직후 보인 반응과 관련해, 폼페오 장관이 들고 간 요구사항을 수용하지 않겠다는 명확한 신호라고 진단했습니다.

[녹취: 세이모어 전 조정관]”It’s very clear signal that North Koreans do not accept the demands Pompeo brought with him, so this is the beginning of the process which will be very complicated, very difficult, very protracted and may not reach an agreement, but what we had now, both sides have laid out their opening position.”

이는 매우 복잡하고 어려우며 오래 계속될 과정의 시작일 뿐 아니라 어쩌면 합의에 도달하지 못할 수도 있다는 겁니다. 하지만 현재 상황은 양측이 각자의 첫 입장을 펼쳐 보인 것이라는 의미를 부여하기도 했습니다.

조셉 디트라니 전 6자회담 미국 측 차석대표는 북한과의 협상은 북한이 너무 자주 듣기 꺼려하는 비핵화라는 핵심 사안을 두고 열리는 매우 어려운 것이라며, 늘 그랬듯이 오래 걸릴 수 밖에 없다고 강조했습니다.

[녹취: 디트라니 전 차석대표]”They are very difficult negotiation and that’s quite possible that North Korea didn’t want to hear too much about denuclearization, but that’s the core issue. It is going to be long, it always has been long, six party talks took two years to come up with joint statement, so it is going to be long and you need a lot of patients, you have to persist.”

과거 6자회담에서 공동성명을 도출하는 데에도 2년이 소요된 만큼 끈질긴 인내가 필요하다는 설명입니다.

하지만 6자회담 미국 측 수석대표를 지낸 크리스토퍼 힐 전 국무부 동아태 차관보는 폼페오 국장의 3차 방북 협상은 시작부터 석연치 않다고 지적했습니다.

[녹취: 힐 전 차관보] “ I was very surprised that he came out with the meeting with a completely different characterization of the meeting with North Koreans did. Normally, toward the end of the meeting you try to have an agreement on what you are going to say to the press.”

과거 자신의 경험에 비춰볼 때 협상이 끝나갈 무렵 언론에 무엇을 얘기할지 합의를 시도하는데, 폼페오 장관은 이번 협상을 북한과 완전히 다르게 묘사해 매우 놀랐다는 겁니다.

힐 전 차관보는 특히 백악관의 발표와 달리 폼페오 장관이 김정은 위원장을 만나지 못했다며, 이는 좋지 않은 신호이고 현재 협상 과정이 좋다고 볼 수 없다고 풀이했습니다.

[녹취: 힐 전 차관보] “Pompeo said he had no meeting set up, but the White House said he was expecting the meeting, so it’s hard to say but usually when that happens, it is not a good sign and I don’t think the process is looking very good right now.”

지난 3월부터 북한과 3차례 정상회담을 열며 밀월을 과시 중인 중국이 미-북 간 협상력을 약화시키고 있다는 지적도 나왔습니다.

데니스 와일더 전 백악관 아시아 담당 선임보좌관은 중국과의 관계 개선이 김 위원장을 미국과의 합의에 덜 집착하게 만들었다고 본다며, 이는 타당한 우려라고 말했습니다.

[녹취: 와일더 전 선임보좌관] “I think the improvement with the China relationship has made him less eager to deal with US and they are legitimate concerns and so, I think the discussion between Washington and Beijing need to be quite serious particularly on the issue of keeping on the maximum pressure, because without it, I am not sure if we can reach the kind of agreement we want to reach.”

따라서 최대 압박 캠페인을 유지하는 데 대해 미국과 중국 간의 심각한 논의가 필요해 보인다고 진단했습니다. 이 같은 압박 캠페인이 없이는 미국이 원하는 종류의 합의에 도달할 수 있을지 확신할 수 없기 때문이라는 겁니다.

힐 전 차관보 역시 중국 변수 때문에 미-북 대화에 매우 회의적이라며, 중국이 문제를 더욱 어렵게 만들려고 하는 것 같다고 지적했습니다.

[녹취: 힐 전 차관보] “I am very skeptical of the talks because of the China. I think China is interested in making this problem more difficult. I have said since beginning that there’s need to be a better regional architecture, that is better process of informing people of how our meetings went with North Koreans, if they don’t want to come back to the Six Party Talks then call it something else, but there needs to be some multilateralism in this process, so I don’t know what Trump administrations want to do but so far it doesn’t appear it’s working.”

힐 전 차관보는 북한과의 협의 진행 상황을 공유할 수 있는 역내 대화 체제 필요성을 진작부터 언급해왔다고 말했습니다. 북한이 6자회담에 복귀하기 원하지 않으면 다른 이름으로 부르더라도 일종의 다자간 협상틀이 필요하다는 설명입니다.

힐 전 차관보는 트럼프 행정부가 원하는 것이 무엇인지는 모르겠지만, 지금은 국가 간의 그런 공조가 잘 이뤄지지 않는 것으로 보인다고 말했습니다.
