“김정은은 군(軍) 장악 못했다!”
|
박근혜 정부가 이 두 가지 원칙만 지키면 김정은은 고립된다.

“김정은은 군부를 장악치 못했고 독자적 발언권을 얻기까지 3년이 걸린다.”
서울경제신문이 27일 단독 입수한 문건에 나오는 북한 김일성대학 한 출신 외교 소식통의 분석이다. 신문에 따르면, 이 소식통은 지난 8년간 북한 주재 외교관을 지냈고 현재도 두 달에 한 번꼴로 평양을 방문해 북한의 동향을 살피고 있다.
이 소식통은 최근 박근혜 대통령 당선인 측 고위관계자에게 북한 관련정보를 전달한 것으로 알려졌다. 중국인으로 보이는 이 소식통은 김정은을 “외국문물과 국외실정을 잘 아는 改革派(개혁파)”로 묘사한 뒤 “북한은 한국과 미국의 원조가 절실하다”며 “김정은이 박근혜 정부의 대북정책에 많은 기대를 갖고 있다” “박근혜의 여성적 감성과 유연성, 살아온 삶이 남북지도자 교류과정에 도움이 될 것”이라고 밝혔다. 요컨대 박근혜 정부의 對北지원을 부추기는 내용이다.

이 소식통 분석을 무조건 믿기는 어렵다. 특히 김정은을 개혁파로 묘사한 것은 황당한 코미디다. 김정은은 북한주민 1년 식량 살 돈을 미사일 발사에 퍼붓고, 70~80% 어린이가 영양실조인 상황에서 2011년 예산의 1/3을 이듬해 김일성 태양절 행사에 퍼붓는 인간이다.
그러나 이 소식통은 몇 가지 중요한 팩트를 흘렸다. 인용하면 이러하다.
▪ “김정은이 아직 군부를 장악하지 못했다. 김정은의 독자적 발언권이 가능해지려면 앞으로 3년이 걸릴 것이다”
▪ “북한이 중국을 포함한 국제사회의 강한 반대에도 12일 장거리 미사일 발사를 감행한 데는 김정은이 아니라 북한 군부의 뜻이 강하게 반영됐다”
▪ “북한의 군사적 위협은 모두 군부의 입김이다”
▪ “김정은은 외국문물과 국외실정을 잘 알고 남북 간 군사적 대립과 핵 위협을 싫어한다”
소식통 발언의 결론은 김정은이 ‘아직은’ 실권이 없다는 말이다. 심하게 말하면 군부의 꼭두각시다. 이런 김정은이 집권 이후 통치자금이 모자라자 군부의 외화벌이 사업·돈벌이 사업을 가로챘다. 반발하는 최고 실력자 리용호를 숙청했고 사단장·부사단장급 300명, 9명의 군단장 가운데 6명을 숙청했다. 이것 역시 확인된 팩트다.
이상의 팩트를 종합할 때, 일부 언론에서 앞 다퉈 보도해 온 ‘김정은 체제가 안정화됐다’는 주장은 사실로 보기 어렵다. 적어도 김정은과 군부의 갈등과 긴장은 상당한 수준일 것으로 보인다. 다만 군부는 김정은에게 ‘남한에서 뭔가를 뜯어낼 것’을 강박할 것이고 김정은은 ‘뭔가를 보여줘야 한다’는 초조한 심리적 상태일 것이다.

남은 것은 한국의 선택이다. 한국이 소위 인도적 지원이라는 미명으로 북한에 퍼주기 시작하면 김정은 체제는 실제로 安定化(안정화)될 것이다. 그러나 한국이 이명박 정권이 지켜낸 최소의 원칙을 견지하면 북한은 버티지 못한 채 內爆(내폭)으로 갈 것이다.
최소의 원칙은 북한이 변할 때 지원을 한다는 ‘상호주의’, 도발이 있을 땐 응징한다는 ‘엄정대응’이다. 박근혜 정부가 이 두 가지 원칙만 지키면 김정은은 고립된다. 군부에 뭔가를 보여줄 수도 없고 군부도 김정은에 기대할 것이 없어져 內紛(내분)으로 이어질 것이다. 마적 떼가 약탈에 실패할 때 서로 싸우는 것과 같은 이치다.
북한이 이렇게 저렇게 갈 것이란 예측은 그다지 경제적이지 못하다. 중요한 것은 북한을 자유화·민주화시켜 통일하겠다는 대한민국의 의지이다. 한국이 의지를 발동할 때 북한의 급변사태가 벌어져 북한해방과 자유통일로 이어질 것이다.

북한정권을 배제하지 말고 어떻게든 함께
돕는 형태로 가야한다고 입이 마르도록 이야기합니다.
또 그렇지않으면 중국에게 넘어가버릴지도 모른다며
북한정권과의 동침을 불가피하게 이야기합니다.
그러나 진짜로 대한민국을 걱정하고,
